All plugins are subject to their respective licenses, unless otherwise specified. Plugins with no author can be assumed public domain until claimed. If you do not wish this, at the very least, please resubmit the plugin with a simple copyright notice. If there is a plugin with similar features to something you wish to have, try contacting that author and see if something can be worked out.
